Yaisel Sierra, 24, is the exception. The right-handed pitcher is considered the top unrestricted free agent from Cuba available this offseason, and he could sign once he is declared a free agent.

 

Some scouts think Sierra can be a top-of-the-rotation pitcher. Others think he might be best suited for the middle of the rotation and that he needs to work on his command. Sierra's fastball was in the 94-97-mph range consistently, and he hit 98 mph in a showcase in front of 100 scouts in August in the Dominican Republic.

 

Sierra also shined in three innings during a showcase at Roger Dean Stadium in Jupiter, Fla., in front of an estimated 350 scouts on Oct. 23. He has also been throwing for teams each week for the past two months in the Dominican Republic. Because of Sierra's age and experience, he will not be subject to the international signing guidelines.

 

There's a belief that Sierra can help a Major League team next season. He could also command a contract comparable to the seven-year, $27 million deal the Reds gave to Cuban starting pitcher Raisel Iglesias last summer and the four-year, $32 million deal starter Jose Contreras signed with the Yankees in 2002.

 

Joining Sierra on the list of top unrestricted free agents from Cuba available are outfielder Guillermo Heredia, infielders Luis Yander La O Camacho and Pavel Quesada. Pitcher Vladimir Gutierrez, outfielder Yusniel Diaz along with pitcher Norge Ruiz, Cionel Perez and Adrian Morejon headline a long list of young prospects from Cuba subject to the international signing guidelines. Most of these players are in various stages of their paperwork to become eligible to sign.

 

 

 

 

There's the RH pitcher Hahn could sign especially with a few teams banned from signing.

wasn't there several interesting cuban players who did not want to give up there citizenship to cuba, so they never defected???

 

i believe they were allow to travel to the asian countries to play ball and then come back to cuba. i wonder if they would be allow to play in america???

 

second, last yr, i think, a player tried to defect and was caught, now don't hold me to this, but wasn't his last name was something like ferandez or something??

 

this is an interesting topic. i totally forgot about this.

Pretty ridiculous to compare him to Contreras...as that deal with the Yankees was considered huge at that time and the dollars aren't adjusted into real inflation-adjusted ones.

 

Contreras was also projected as an ace or no worse than a #2 type of pitcher. That contract gets you John Danks these days if you're lucky, or the bad Cubs' signing that often goes overlooked, lhp Geratdo Concepcion.

I am guessing not, though I can't say for sure. He is 24, and most guys in Cuba start very young, so I am guessing he has 5 years in.

Under the current collective bargaining agreement, players with at least three years of professional experience that are 23 years of age or older have been considered professionals and been exempt from international bonus pools. That will change with this year’s signing period, as players must now have a prerequisite five years of pro experience in addition to being 23 years of age or older in order to be exempt from those spending limitations.

Last I had read about him was that they were not sure if he would be part of the 15 or 16 class. If 15 class, he's a Dodger or Cub but if he's 16 we have a shot.

Not for a while as long as they all have so many health "question marks." Even if everyone stays on the field, they can trade depth midseason.

The CBA ends on 12/1/16. A lot will be on the table, including that.

The next CBA should hopefully update the terrible compensation system on FA, as well as the international market. The only thing I think improved was draft.

 

But the idea that if you go over your spend the best thing to do is go WAY OVER is so ridiculous I can't believe nobody brought it up ahead of time.

Honestly, not sure players need to give up anything logically. Has the pick compensation ACTUALLY curtailed cost in any meaningful way? This is the owners tying their own hands behind their backs and crying it was the players fault.

I don't think there is any question that some players have seen their markets suppressed.
